He went to the throne room.

Her mission was simple.

Gabriel had crafted a Gigai specifically for her—one that completely suppressed her Hollow energy.

She would go to the Human World and search for Fullbringers.

To aid her, he had created a device that could detect them.

He had to experiment on a LOT of test subjects to perfect it.

The plan was straightforward.

Offer the Fullbringers sanctuary in the Hollow Empire—a place where they wouldn't be hunted.

Was he using the fact that Soul Reapers were hunting Fullbringers for his plan... yes.

Did that mean he should do it?

Soul Society was hunting them down. He was just offering them shelter.

He was being quite benevolent if he said so himself.

Truly the kindest king to ever exist in this world. No one was kinder than him.

Gabriel watched as Nell left. She was working fine. If more emotions were needed and he actually needed someone to join his army, he would send Nell.

If he wanted to just kill someone? Send Grimmjow.

If he wanted a methodical approach? Ulquiorra it was.

TL;DR, he had a Sin for basically everything.
