Okay, you probably are all wondering how strong Indra really is right now?
How much chakra does he have? How well can he go against others?
How much control does he have over the Rinnegan?
Does he have a Mangekyou? If not, why?
Well, let's begin with Mangekou Sharingan - no he does not have it awakened yet.
Reason is because he hasn't experienced trauma. I don't think the MS can't be skipped since Momoshiki has a rinnegan and I doubt that guy ever loved someone to lose them and awaken it.
Enough blood purity should have you be able to awaken the Rinnegan. I personally see the Mangekyou as a mutation rather than a normal evolution.
Sharingan in my eyes is supposed to become rinnegan, but if an Otsutsuki goes through trauma then the Mangekyou will be awakened.
Also, why no two Rinnegan? Because not enough Six Paths Yang Chakra in the genes to awaken two.
As for his chakra? He has Chunin amounts, but far higher quality and density of chakra so Jonin level jutsu capability.
And if he activates the Rinnegan, it goes to Jonin levels.
But control... When the rinnegan is active, his control is quite well - ( Conventional Kage level after learning water walking with Rinnegan active) -
keep in mind, he has only had the leaf training right now when I am writing this explanation -
but when it isn't active his control before he awakened his memories was near perfect, but now it is pretty decent for a genin, is all.
Reason is, his Yin and Yang are quite imbalanced, his Yin is just insanely bigger than his Yang, which just like with Naruto in the anime - in his case having too much Yang - makes control pretty had.
He'll need to rely on the Rinnegan - activating it - to give him good control, though that doesn't mean he can't train his control to that level, it is just very difficult, will require a lot of hard work.
Best way would be to increase his Yang, which will happen as his body ages and as he trains and becomes more muscular, Indra will try to be as tall as he possibly can and as muscular as well to compensate for that missing Yang.
Now, Rinnegan - it's abilities and perks are only when it is active.
When activated, Indra has talent in all 5 basic nature transformations. When not activated? I'll reveal that in the coming chapters.
Keep in mind, even Nagato as an exceptionally talented Uzumaki - Madara chose him for a reason after all - it took a lot of Chakra to use the Rinnegan a lot.
Currently Indra can use it for 5 minutes, but if he exceeds that, well, he'll end up like Kakashi against Zabuza.
But in those 5 minutes, he's a Kage level threat.
Now, before anything I want to address one final thing.
The Human Path - Indra's ability to just rip someone's soul out.
As we saw with Bee and Naruto, you can resist If you are strong enough in Chakra and stats, Nagato as a reinanimation and one of the strongest was just too strong for them- the same thing isn't the case for Indra.
He can't just walk up to a Jonin and rip his soul out. Chunin - yes, Jonin? No.
Too powerful right now.
Also keep in mind. Kage Level has levels. There is the Danzo level and there is the Hashirama level.
Kage level power when Rinnegan is active is let's say, somewhere in between that.
Edit: Also, yeah, because it is Indra's own eye, he doesn't have as much Chakra cost as Nagato, but even then, Nagato has insane amounts of chakra, I'd imagine tailed beast levels and Madara and Obito as well too have such absurd amounts of chakra.
So still, Indra has to grow and have more chakra before he can use the Rinnegan more freely.
