Alex argued really well. The extremists were a group who advocated about the use of superpowers. They firmly believed that the superpowers will be back. Back then, after the accident, as no one could get powers, the leaders stopped focusing on superpowers, and they started working on technology and food. The Awakening factor was used to shut the extremists out. It was calculated to show if a person could awaken a superpower. No one had high awakening factor.
So, that meant the leaders would stop their research about powers. But this did not bode well with thr extremists. They still worked, and shared their views relentlessly. The more they shared, the more they were labeled as lunatics and fanatics. It was spread so far and wide that everyone knew that no one would awaken their power but they knew their awakening factor.
