It must be noted that in this universe, all sorts of intelligent races and civilizations emerge one after another.
However, the vast majority that the Empire encounters are negligible. The worst are those that haven't even ventured into space, still developing on their home planets; the stronger ones are just active across a few star systems, at most multiple Star Sectors.
People refer to civilizations of this level as 'pocket empires.'
Compared to the enormously massive Human Empire, these civilizations indeed resemble 'pockets.'
