This so-called "limit" refers to the ultimate killing power and might that a killing technique can achieve across each realm at the time of its creation.
Generally, being able to exhibit more than ninety percent of killing power is considered a great achievement.
To reach the limit is to be truly Perfect. At the same realm, using the same killing technique and clashing without being outmatched by its creator.
And to exceed this limit means that, at least within the current realm, the Cultivator's control over the technique has surpassed that of its creator—this is almost an impossibility.
Because generally speaking, the top-tier killing techniques that are still circulated and not yet obsolete in the world are almost always created by dazzlingly prominent figures. Those who later become either True Man or True Monarch, unless they meet with unexpected accidents and die young, are at least top-tier Godly cultivators.
